The Return to In-Person Public Service

Rules on public employees' work under Presidential Directive No. 04 of 2021 and Resolution No. 777 of June 2, 2021, from the Ministry of Health and Social Protection.

Throughout the COVID-19 pandemic, Colombia's National Government repeatedly issued rules on the public function and the conditions under which it operates. On June 9, it issued Presidential Directive No. 04, alongside Resolution No. 777 of June 2, 2021 from the Ministry of Health and Social Protection, establishing that, under the biosecurity protocol and the phases set by the Ministry of Health:

• Public employees and other government workers at all national-level executive-branch entities must return to in-person work in each municipality where their offices are located.
• All public employees who completed their vaccination schedule must return to in-person service.
• Entities must make bicycle parking available so that anyone who wants to commute to the office that way can do so.
• Entities must keep strictly complying with the biosecurity protocol adopted by the Ministry of Health and Social Protection, and implement measures for the wellbeing of public employees and other workers, ensuring in-person service can be delivered while, above all, preserving life and health.
